I was relatively prepared, since I had a sealable entrance and a competent military. Since I didn't feel like injuring those soldiers, I decided to wait it out.

So yes, ordinary Dwarves (in addition to Dwarven Towers) can declare war on and siege your fortress. That civilizations clash with each other is also possible, in addition to the towers then sending enemies towards your fort. Haven't seen the attackers yet.
